Overheard a contractor bragging about skipping the cellular backup

Was grabbing coffee near the supply house on Main Street and caught two guys talking about a job they just finished. One said he left the cellular dialer disconnected to save the customer $12 a month, figured the landline was enough. Took me a second to realize he was serious, and it scared me a bit. If that line goes down or gets cut, that whole system is just a fancy siren. Has anyone else run into installers skipping the backup and how do you handle it when a customer asks for the cheaper option?
