That panel upgrade quote at the Henderson job got wild fast

Last Thursday I went out to give a quote for swapping an old Lynx panel for a new Vista system. Homeowner pulls out a quote from some other company for $1,800 saying they'd replace the panel and all 4 keypads. I looked at the setup, it's a straight swap, maybe 3 hours work and $400 in parts. Told her that price was nuts unless they were rewiring the whole place. She said the other guy claimed the old wiring was "unsafe" and needed full replacement. I tested every zone with my meter, all fine, 2 years old wiring. I gave her a fair number around $650 and she went with it. Has anyone else seen these scare tactic quotes lately? What do you do when a customer shows you a bogus bid from a competitor?
