Warning: my plumber told me a mid-century ranch here can have 4 inches of attic insulation and still pass

I had a guy from a shop on Menaul out to look at my swamp cooler last month and he poked his head in the attic and said most of the houses in my northeast heights neighborhood from the 50s only got about 4 inches of blown-in rock wool, and that was code back then. He said he now sees folks in Rio Rancho with 14 inches of the fluffy stuff and their summer bills are half of what mine are. Part of me says just blow in more and be done, but another part says these old vents and single pane windows are the real problem and insulation is just a band aid. So which one actually moves the needle on a 1955 ranch here, attic insulation or window and vent sealing? If you did one and not the other, what did your July bill actually do?
