Why does no one talk about how often folks top oaks to save a buck?

I got called out to a job in Decatur last week, a 40 foot red oak that someone had topped two seasons back. The regrowth is a mess of weak forks and half attached limbs, and the whole thing is basically a hazard now. The homeowner said they saved $300 on the initial trim but the removal quote I had to give them was $2,800 because of the damage. I see this at least once a month, and it feels like the cheap quote always wins until the tree becomes a liability. Is there any way to actually get through to people before they let someone with a ladder and a chainsaw near their canopy? Has anyone had luck showing clients a topped tree that failed, and did it change their minds?
