Have you checked what kind of clay the toddler toys are made of, cause some of those cheap plastics break down weird in water and leave that chalky film, but good quality silicone holds up crazy well? Also, the paint on those sand toys is probably the real issue, it flakes off and hides in the wash like a fossil fragment, while the pottery glaze actually fuses into the clay itself. So really you're comparing a surface coating to a chemical bond, not just "old vs new" like everyone's assuming.
