Two star trail shots, 2 nights apart, totally different results

Shot the Milky Way core from a hill outside Tucson on Monday night with zero clouds, then tried the exact same spot Wednesday after a dust storm blew through. The first image had crisp pinprick stars, the second came out hazy with this weird orange glow near the horizon that wasn't visible to my naked eye. What causes that kind of color shift where dust scatters city light, and is there a filter that fixes it without killing the star detail?
