The ceiling fan that flashed like a rave for 6 weeks

Installed a cheap ceiling fan in my bedroom back in March, and it worked fine except for one thing. Every time the neighbor ran their ancient washing machine, my fan would flicker in a strobe pattern for about 10 seconds. I checked the wiring twice, replaced the switch, even swapped the bulbs, but it kept happening. Last week I finally pulled the fan down and found the ground wire was touching a neutral splice from the 1978 panel in the wall. Has anyone else had phantom flickers tied to someone else's appliances?
