Can we talk about people calling a show a 'slow burn' when it's just boring?

I see this all the time with new dramas, where a pilot has zero hook and fans say 'stick with it, it's a slow burn.' A real slow burn, like 'The Americans,' had tension from minute one. How do you even tell the difference before wasting three hours?

What do you feel in the first twenty minutes? I mean, if there's no little question or vibe that makes you a bit curious, it's probably just dull. I've given up on so many shows that people swore got good later.
