Why does nobody mention the secret rule in Twilight Imperium 4th edition

I was reading the manual again last night and found a rule about how Trade Goods can be used to bribe other players into not attacking you, which is NOT in the quick start guide at all. Has anyone else noticed missing rules in their favorite heavy games?

Wait wait wait, "bribe other players into not attacking you"?? That's literally in the rulebook? I've played TI4 like 8 times and nobody ever brought that up. My group just uses trade goods to buy ships or save up for objectives. Feels like we've been missing out on a whole other layer of negotiation that could've saved my bacon a few times. Kinda wild how these 200 page manuals hide stuff like that in the fine print.
