Found a 1999 webcam page with no updates, still running since Tuesday

I was hunting for boring sites and landed on a page that just shows a static parking lot camera. The timestamp says it was last refreshed on a Tuesday in 1999. No owner contact, no about page, just a raw JPEG that stayed the same for 26 years. It's weirdly comforting how it never changed. Anyone else collect these abandoned cams?
