Rant: The county assessor site that only works in Internet Explorer 8

Ngl, I spent all last week trying to pay my property tax in Toledo and the county's official site is locked to IE8. It throws a fit on Chrome, Firefox, even Edge. I had to dig out an old laptop from 2012, install the browser, and disable every security setting. Took me 45 minutes just to get one payment through. Has anyone else dealt with a government site that's stuck in 2009?
