Why does every city utility site hide the bill explanation page?

I manage rentals in Columbus and I swear, every time a tenant asks about a weird charge, I have to dig through three submenus just to find the tariff PDF from 2018. Has anyone else found a municipal site that actually labels these things clearly, or is this a lost cause?

Same thing happens with every insurance site I've dealt with lately. Trying to find what a copayment actually covers is like a scavenger hunt, they bury the real details under three layers of "helpful" articles. It's weird how companies act like explaining their own charges is some kind of secret. Makes you wonder if they're counting on people just giving up and paying.
