Dropped $75 on a fancy rooting hormone mix, turns out my tap water was the problem

After 6 months of cuttings rotting no matter what I did, I shelled out 75 bucks for that powdered rooting hormone and only after everything died again did I realize my city's chloramine was killing them, so did anyone else waste cash on products before checking their water supply?

Yikes, I read somewhere that letting tap water sit out overnight helps with chlorine, but chloramine needs a filter.
