Why does nobody check the mortar mix before they start?

Walked onto a job in Boise last Tuesday and watched two guys lay 40 feet of wall with a mix that was clearly too wet, sagging everything between the corners. The foreman shrugged and said "it'll dry fine," but we all know that's a call-back waiting for winter. How many of you have had to rip out someone's sloppy wall because they skipped the slump test on day one?
