Hostel kitchens in Rome vs Athens, the difference is wild

Stayed at The Yellow in Rome last March, kitchen had one burner and a knife that couldn't cut butter. Then hit Athens Backpackers in May, full stove, two fridges, and labeled shelves for everyone's food. Same price point, 18 euros a night, but one place saves you cash and the other forces you to eat out. Why do some hostels treat cooking space like an afterthought? Has anyone found a chain that's consistent with kitchen setups?
