Cover letters are dead but nobody told the hiring managers

Applied to 14 jobs in Austin last month, every single one asked for a cover letter, yet two of the recruiters admitted they skim them for 10 seconds max, so why do we still spend an hour crafting them when a 3 bullet summary in the email would work better, has anyone else seen this disconnect?
