Heard our town might require certified installers for new builds. Good or bad?

The word is they want all carpet jobs in new houses done by certified pros. Some say it means better work, but others think it costs more and hurts small teams. What's your view on this idea?

Wish they'd made me get certified before ruining my own floors.

Questioning if this is necessary. Carpet isn't that complicated, and a piece of paper doesn't guarantee good work. Might just drive up prices for new homes.
