Flooded basement after rain barrel overflowed last week, check your setups

We installed rain barrels last spring to help with runoff, but last week's storm filled them fast and the overflow pipe was clogged with leaves. Water backed up right into the basement, about 3 inches deep by morning. Has anyone else dealt with overflow valves getting blocked, or did I just miss a basic maintenance step?
