The river near my house used to be brown, now it's clear enough to see fish.

Ten years ago, the local paper mill dumped waste straight into the water. After a big lawsuit and new rules, they built a treatment plant last year. Do you think fines or new tech cause more change?

@richardrodriguez it was clearly more than mud if a lawsuit and a plant were needed. Fines make companies pay, but new tech actually fixes the problem for good. The clear river proves that.

Clear enough to see fish sounds nice, but was it ever really that bad? A brown river could just be mud from rain. Lawsuits and treatment plants cost a fortune over some maybe dirty water. Seems like a lot of fuss when the problem might have fixed itself.
