Tried a no-lawn front yard in Phoenix and my HOA lost it

Last spring I ripped out my front grass and put in desert plants with gravel instead. It was supposed to save water and look nice. My HOA sent me three warnings in two months and finally fined me $150. What I learned is that even in a drought state, some neighborhoods still treat green grass like a requirement.

Three warnings" sounds like they're just doing their job.

Wait, are we really gonna ignore how "three warnings" can be different for every situation? Like, in a big company that policy might make sense, but in a smaller workplace getting three warnings can feel like they're just ticking boxes to fire someone down the line. I've seen places where the first warning is over some dumb minor mistake and the second is for something totally unrelated, so the third one is basically a trap. It's not always about the number of warnings, it's about whether the boss is actually trying to help you improve or just covering their own butt. Feels like a lot of the time "three warnings" is just a way to make firing people look fair when it's really not.
