Volunteer river cleanup vs paid contractor job, night and day difference

The volunteer group did it for free but actually cared, the contractor did it for a flat fee and cut corners. Has anyone else noticed that grassroots efforts on local waterways beat out the hired outfits? What is the best way to pressure city officials to use real oversight next time they bid this kind of habitat work out?
