Warning: something weird going on at the old county fairgrounds in Waco

I drove past the old fairgrounds off Highway 6 last Tuesday around 11pm and saw three black SUVs parked near the main exhibit hall, no lights on, just idling. There's a fence around that place that's been locked up for like 5 years since the county sold it to some LLC nobody's heard of. My buddy who works at the city permits office says no construction or event permits have been filed for that address since 2021. Has anyone else noticed activity at closed public buildings late at night?
