Wind speed chart at 200ft just got real for me

Had a rigging foreman in Tacoma tell me last week he turns down lifts at 28 mph gusts that my chart says are fine, and he showed me a boom flex video from a 2018 job that still gives me chills at night... has anyone else run into old hands who override the book numbers like that?
