Saw a fence job in Boulder last week that made me want to scream. They used a 2x4 for the top rail on a 6-foot cedar fence.

That's just asking for a saggy fence.

You've actually seen that hold up over time with the snow load and all? I've had to reinforce a couple of those where the top rail started to bow after a wet winter.

That's actually pretty common practice in Colorado. A 2x4 top rail is standard for a lot of fence companies here, even on six-foot privacy fences. The cedar pickets are nailed to it, so the rail itself isn't carrying much of the load. The real issue would be if they used a 2x4 for the actual posts or the stringers between them.
