Is the 1997 Frames Craze still better than today's clean layouts, or did we all gaslight ourselves?

My old webmaster from 1999 swore frames were the future and forced me to put a fixed left nav on my Angelfire page, but then every link broke when Netscape updated in 2001, so is that guy's advice still worth defending or should I just accept tables were the real workhorse?
