Someone told me my page background was blinding and they were right...
I had this neon yellow background with bright green text on my old Angelfire site and a user said they got a headache after 10 seconds, so I switched to a dark gray background with white text and the feedback was way better - do you think readability matters more than style in 90s design?

Yeah I gotta disagree with you here. The whole point of 90s design was that it was loud and obnoxious and that was the charm. If you're going for readability you might as well just use a plain white document. The neon backgrounds and blinking text were part of the fun and people knew what they were getting into when they visited those sites. If someone got a headache that's kind of on them for staring at a screen with bright colors for too long. Style was everything back then and readability came second unless you were building something for work or school. I miss the wild color schemes honestly.

@juliam40 You mentioned "people knew what they were getting into" and I wonder if that was really true for everyone. My grandma back then just clicked links and ended up on sites with lime green text on a magenta background not knowing what hit her. Was the chaos part of the charm for the designers or was it more about them just not caring who visited?
