Did the design of personal blogs peak around 2003 or did they actually get better over time?

Read this old blog post about the evolution of web design, and the guy argued 2003 blogs had zero user experience in mind. Heavy graphics, slow load times, everything built for dial-up. Later platforms like Squarespace and Tumblr let you actually focus on writing without fighting the HTML. I've seen old LiveJournal layouts that were pure chaos compared to a clean modern Substack page. Simpler tools made better content.
